The first round of the lecture series was concluded in the reporting period. The last two speakers were Ato Ashenafi Shiferaw, who gave a comprehensive analysis of the three five-year plans of the period, highlighting the differences and similarities of the three plans and the lessons to be learnt from the whole exercise, and Ato Getachew Mahteme Selassie, who shared his experience on urban planning in Addis Ababa under the imperial regime. In view of the popularity that the series has enjoyed and the number of issues still not covered, it was decided to organize a second round. Accordingly, the first of the IGTK II lecture series featured the famous entrepreneur, Kengazmach Teka Egeno. The second speaker, Dr. Tena Abera, addressed the past accomplishments and the current challenges in the efforts to eradicate malaria. Projects Projects The reporting period witnessed the formulation and implementation of three new research projects. While one of these was launched thanks to a grant from an old partner, the Royal Norwegian Embassy, two opened new avenues of partnership, with SIDA (via Initiative Africa, the administering agency) and the European Commission. The three research projects are the following: The Status of Governance, Academic Freedom and Teaching Personnel in Ethiopian Higher Education This is a major research undertaking that FSS embarked on in 2006, with funding from SIDA through Initiative Africa. Thanks largely to the enthusiastic cooperation of the heads of the higher education institutions concerned, implementation of this project has been proceeding fairly smoothly. FSS has contracted 11 senior and young researchers to undertake the case studies in eight public universities and four private colleges. Apart from the case study of major public universities and private higher education institutions, FSS has also invited other researchers to write conference papers on cross-cutting issues. Seventeen of these papers have been selected and are expected to be presented, along with the case studies, in a two-day conference scheduled for 26-27 April 2007. A Scoping Study of Woreda-level Decentralization in Ethiopia This was a preliminary research project undertaken by FSS, with a researcher from Chr. Michelson Institute participating in an advisory capacity. The project is funded by the Norwegian Embassy. It involved literature survey on decentralization in Ethiopia and snapshot assessment of selected woredas to examine the situation on the ground. The two researchers commissioned to undertake the snapshot assessment presented a preliminary report of their findings at the 4th International Conference on the Ethiopian Economy in June 2006. Outreach Outreach Great efforts have been exerted to enhance the quality and FSS ownership of the two FM programs, the FM Addis Dewel (which has been operating since March 2001) and Debub FM Jember (which was launched early in 2006). The issue was raised at a number of Management Committee meetings and periodic discussions were held both in Addis Ababa (with Friedrich Ebert Stiftung and WAAG Communications) and in Awassa (with the Debub FM management and the reporters hired by FSS). The FSS Management Committee also designated a panel to monitor the quality of production. Topics of broadcasts during this period included: beggary, single parenthood, commercial sex workers, the PANE Citizen’s Report Card (CRC), work habits and higher education, metrology and environment, Kagnazmach Teka Egeno, ICT, enset, and environment. It is worthy of note that the Debub FM program has a very wide reach, being heard as far as Koka to the north. With a view to facilitating the work of the Jember staff, bicycles were acquired and a house rented. This will hopefully form the nucleus for the first FSS branch outside Addis Ababa. Cognizant of the need to reach out to the wider public, FSS launched in 2001 a radio program of reports and discussions on development issues. FSS currently runs two FM radio programs (“Dewel” - FM Addis, biweekly and “Jember” - FM Awasa, weekly) with future plans to launch similar FM radio programs in other regional states’ FM stations. Though the government has been exerting efforts to come up with new legislation to accommodate the changed circumstances, Professor Bahru said, the legislation can have lasting value only if civil society, which is directly affected by it, is consulted and inputs are taken. The conference also discussed the issue of Code of Conduct for Civil Society in Ethiopia and came up with recommendations towards creating a more enabling policy environment. About Us About Us Historical Background The Forum for Social Studies (FSS) was set up by a group of academics and professionals in 1998. Two main objectives underscored the establishment of FSS: the pursuit of independent policy research and the provision of public forum for debates and consultations on policy issues. In carrying out its program activities, FSS aims to contribute its share to the fostering and expansion of the democratization process. FSS was set up as a membership organization, with power ultimately residing in the General Assembly, which meets annually. The Board, which holds quarterly meetings, exercises closer supervision and gives guidelines for the running of the organization. The day-to-day work of the organization is led by the Executive Director, assisted by the Management Committee and the general staff. In line with its mandate, FSS has organized a series of policy debates (in the form of workshops and symposia) on a number of issues: rural development, public access to information, education, environment, food security and sustainable livelihoods, natural resources management, the challenge of democracy from below, poverty and poverty policy, and resettlement. Parallel with this, it has organized a series of dialogues around the themes of poverty (as part of its input to the Poverty Reduction Strategy Paper or PRSP), gender, the environment and the inter-generational transfer of knowledge. Membership Membership Forum for Social Studies (FSS) was formally established in 1998 and received its certificate of registration from the Ministry of Justice in March of that year. FSS is an independent center for policy research and dialogue and that engages in publishing and creation of awareness of policy and development-related issues in Ethiopia. FSS is a membership organization democratically governed. Its governance structure consists of the General Assembly of all its members, the Executive Board, and the Management Committee, which is the executive body of the organization. Its members are drawn from a wide diversity of professions and from different walks of life. Membership of FSS is open to all Ethiopian and non Ethiopians, within and outside the country, who have a minimum of a first degree and who subscribe to and promote the objectives of FSS. Application procedure 1. Candidates have to fill in an application form and get the endorsement of two full members in order to be considered for membership. The application form and the membership nomination (endorsement) form have to be submitted to the FSS head office together with a passport size photo. 2. Publication...Poverty and the Social Context of Sex Work in Addis Ababa : An Anthropological Perspective Publication Poverty and the Social Context of Sex Work in Addis Ababa : An Anthropological Perspective Bethlehem Tekola Abstract This book explores the social context of sex work in the city of Addis Ababa. It focuses on the social ties between sex workers and a variety of other categories of people, from their family members to their relatives, from their roommates to their neighbors, from their coworkers to their clients. It explores which of these social ties are affirmed and reinforced, which come under strain and which are cultivated and built by the women as a result of their engagement in sex work. It argues that these things depend on the women’s background, on the conditions under which they turn to sex work, on the specific types and conditions of sex work that they do and on the places and conditions of their residence. The main thesis of the work is that sex workers share the same social milieu and value system with non-sex workers and that, despite severe constraints put on them by poverty and very difficult working conditions, they struggle on a daily basis to have social life and social relevance. The work critiques the very common castigation of sex workers as social misfits who pose dangers to society and proposes a humane approach towards them and their dependents, an approach that should begin by making a clear distinction between the institution of commercial sex and the women who practice it. The work employs both qualitative and quantitative methodology. It combines detailed one-to-one interviewing with focus group discussions and personal observation to bring out the perspectives of the women themselves. The quantitative data is composed of responses to a structured questionnaire by 100 sex workers. The book begins with a critical review of existing literature on commercial sex work. Publication...Destitution in the North-Eastern Highlands of Ethiopia Community and Household Studies in Wag Hamra and South Wello Yared Amare Publication Destitution in the North-Eastern Highlands of Ethiopia Community and Household Studies in Wag Hamra and South Wello Yared Amare Abstract Rural destitution is a growing phenomenon in Ethiopia, closely associated with population growth, resource scarcity, crop failure and famine. This paper attempts to further our understanding of destitution by discussing its attributes, local developments that contextualize it, and the causes and processes which explain why certain households fall into or emerge from a state of destitution. The study was conducted in a woina dega community in Wag Hamra zone and a kola community in South Wello. The research methods used in the study consisted of group interviews with men and women and household case studies. Important aspects of the socio-economic context that condition the distribution of destitution include the occurrence of droughts, the variable impact of land redistribution, other mechanisms of gaining land and development interventions, declining trends in resource availability, and ecological and living conditions. The discussion of the causes and processes of destitution demonstrates the role of severe or repeated crop failure, poor access to assets and the social development of households in bringing about destitution. The resilience of households that manage to avoid destitution despite experiencing various hazards lie in their substantial assets, diversification activities and social networks. On the other hand, households that are reduced to destitution have to rely on limited income-earning activities and support from other community members to survive. Some households do manage to escape destitution on the basis of successful investments in crop and livestock production, efforts to diversify their income sources, and resource donations from kin and friends. Publication...RURAL LANDS AND EVOLVING TENURE ARRANGEMENTS IN ETHIOPIA: Issues, Evidence and Policies Tesfaye Teklu Publication Faces of Poverty : Life in Gata, Walo Harald Aspen Abstract Faces of Poverty tells the story of four families in Gäta, South Wälo and depicts their daily lives over a short period of time. The author spent a month in Gäta in 1998, when the area was struck by a long drought and recurrent crop losses. The stories are to a large extent in the words of the people who lived there, providing a rare glimpse of some of the humans behind the grim statistics of poverty and famine in Ethiopia. It is a story about poverty, vulnerability, bad health and lack of education, but most of all it is a story about people and their joys and sorrows, worries and hopes. Faces of Poverty is written without expert jargon and without attempting to tell a representative story. Illustrated with photographs it makes an easy access to a few lives which certainly are similar with hundreds of thousands of others in rural Ethiopia. In Gäta, the effects of the killer famine of 1984 are still felt. A treacherous climate makes it difficult to rebuild stocks of grain and animals in a subsistence economy. Even relatively good years have “hungry months” when there is nearly nothing to eat. The four families, all of whom are related, may seem to be in an equally bad situation, but at a closer look they appear to be differently endowed with land, draught animals and labour. Past events, unequal ability to work and cyclic household developments, in addition to sheer luck or bad faith, have produced differences between the families and their members which are subtly expressed and dealt with in their daily interactions. Gäta is a Muslim community with a long history, and it hosts one of the famous Muslim shrines in Wälo. The religion permeates the daily life and the festive occasions, such as the mäwäkäl of the oldest member of the little community, an elaborate ritual in honour of the ancestors and      ");

Publication...A Study in Two Rural Communities in Northwest Ethiopia Yigremew Adal Institute of Development Research Addis Ababa University Publication A Study in Two Rural Communities in Northwest Ethiopia Yigremew Adal Institute of Development Research Addis Ababa University Abstract This paper is an assessment of access to and utilization of productive resources by rural female-headed households. The 1996/97 rural land redistribution carried out by the Amhara Regional Government is taken for comparative examination of access to land by female- and male-headed households. The study, which was conducted two years after the redistribution, looks at the different mechanisms of access to land, the resultant land possessions and the extent of land utilization and control by these households. It was found that while female-headed households had been granted comparatively fair access to land during the redistribution, they did not benefit as much as male-headed households. First, despite the fact that in 1996/97 female-headed households had been given land amounting to 1.14 times that of male-headed households, in 1999 they had only 0.56 times that of the latter. The reasons are many. Female-headed households did not equal chance of using other mechanisms for to access to land, such as renting, sharecropping, gifts, inheritance, etc. A few of them have even lost the plots allocated by the government as they have been denied access to these plots. Second, many female-headed households (87 percent) could not cultivate their plots and had to sharecrop them out, while only 17 percent of male-headed households had to do this. Many of the women also complained that those sharecroppers did not properly manage their plots. Lack of other critical factors of production such as labor, oxen, and credit is the major reason why female-headed households rent out their plots. Publication...RURAL POVERTY IN ETHIOPIA:Household Case Studies from North Shewa Yared Amare Publication RURAL POVERTY IN ETHIOPIA:Household Case Studies from North Shewa Yared Amare Abstract The paper utilizes qualitative data to expand our understanding of the nature and dynamics of rural poverty. It is based on data from key informant interviews, focus group discussions and household case studies collected in two kebele administrations in Tarmaber wereda of North Shewa, one in the woina dega agro-ecological zone and the other in the dega zone. The qualitative approach undertaken in this study goes beyond measurements of incomes and expenditures in assessing poverty to characterize the significance of varying levels of access to key production assets for household economic status, the nature of poverty in a specific context, and the attributes of locally relevant economic categories of households. The process-oriented approach to poverty provides a fuller and more accurate assessment of the factors explaining why households fall into poverty. It also shows how consideration of the ‘active’ and subjective aspects of various peasant livelihood strategies brings out the potential of and constraints on each of them. Furthermore, it demonstrates that social phenomena such as networks of mutual assistance, resource exchanges, the social development and adaptive changes in the structure of households, which are best studied through qualitative methods, have significant implications for household economic prospects and patterns of rural poverty. Finally, peasant perceptions and experiences of various government development interventions and institutions are considered in assessing their potential and shortcomings in terms of poverty reduction. Publication...Livelihood Insecurity Among Urban Households in Ethiopia Dessalegn Rahmato and Aklilu Kidanu Publication Livelihood Insecurity Among Urban Households in Ethiopia Dessalegn Rahmato and Aklilu Kidanu Abstract This study is based on a survey of households undertaken in the last quarter of 2001 for ILO as part of the project entitled Peoples Security Survey (PSS). The main objective of PSS was to try to capture peoples perceptions and normative values of livelihood security. The PSS consists of a research framework developed by ILO focusing on poverty, labor market experience, and access to social protection policies and institutions of representation. The main instrument employed here was an extensive questionnaire originally administered on a sample of 1609 households from both urban and rural areas. For the purposes of the present work, we have removed the rural households in the sample to give the study a wholly urban focus. The present work is thus based on the findings of the survey of 1202 urban households. The towns in which the survey was undertaken were Addis Ababa, Debre Zeit, Mojo and Nazareth. The findings of the study reveal a population that is fearful and anxious about its basic subsistence, which is dependent on low and insecure income, inadequate social services, a shrinking labor market, and which is faced with gloomy prospects. It was evident that the great majority of households are weighed down by livelihood insecurity, with the threat of impoverishment and loss of means for basic sustenance hanging over them as a matter of course. The study reveals a great deal of pessimism on the part of many: pessimism about ones basic security, about employment opportunities, and the chances for self-improvement. Most households are doubtful if there will be economic growth, or if the problem of poverty will be successfully tackled. Publication...FOREST MANAGEMENT IN EZA DISTRICT, GURAGE ZONE, SOUTHERN ETHIOPIA Tenkir Bonger Publication FOREST MANAGEMENT IN EZA DISTRICT, GURAGE ZONE, SOUTHERN ETHIOPIA Tenkir Bonger Abstract The management of three small forests within a proximity of about 10 kms in the district of Eza, Gurage zone, Southern Ethiopia was studied. While the social and ecological profile of the three forests are similar, they have been under differing management systems at one time or another. The main aim of the study was to compare and contrast the varying management systems and draw inference for policy in the realm of natural resource management to increase the stock, improve the quality and enhance the livelihood of the population. Participatory Rapid Appraisal (PRA) and a stratified sampled survey of 300 households (100 from each) were used as instrument of data collection. Given a synergy between the objectives of conservation and utilization of natural resources in a win win context, the comparative study of the three forests suggests the construction of a policy making social space which interfaces and builds on the comparative advantages of the state, the market and rural institutions. In the case of the latter, success is more probable where the community is small, has blood relation and/or strong ties to the place. The state is best positioned to lay down an enabling environment such as the construction of infrastructure, and to introduce and disseminate better inputs and practices for more efficiency in production and marketing to maximize welfare. By expanding the space and social horizon of the products from natural resources, in this case forest products, the market can be an important instrument to augment the livelihood of the farmers but social policy ensuring that there is no negative trade off between involvement in markets and the sustainable use of the resource and its role as a base for other economic activities. The Land System and New Policy Initiatives In Ethiopia Dessalegn Rahmato Abstract This study examines broadly the Federal land policy framework as well as legislation pertaining to land issued recently by the four main Killils, namely, Tigrai, Amhara, Oromia and Southern Killil. It also looks into the new initiatives undertaken by the government to address the problems of tenure insecurity, namely user right documentation, underway in Amhara and Tigrai, and resettlement. Critics of the land system have argued that the policy promotes insecurity of tenure because it allows, among other things, periodic redistribution, is inefficient because it constrains land transactions and has inhibited the emergence of a dynamic land market, promotes fragmentation of land and growing pressure on land resources because it discourages rural people from leaving their farms for other employment opportunities; it also gives the state immense power over the farming population because land is state property. The legislations issued by the different Killils are not in harmony with each other or with Federal legislation, and, all except that issued by Oromia, have not sufficiently addressed the main causes of tenure insecurity. One of the new initiatives being tried out in Tigrai and Amhara is user right documentation. Documentation is being undertaken within existing legal and policy frameworks. While it may be too early to judge, it does appear that documentation has promoted a sense of security among peasants who have received the documents. This is to be welcomed. However, the documents do not entitle holders any more benefits than those contained in existing legislations. Holders cannot use the document as collateral to borrow from financial institutions. Publication...RESETTLEMENT IN ETHIOPIA The Tragedy of Population Relocation in the 1980s Dessalegn Rahmato Publication RESETTLEMENT IN ETHIOPIA The Tragedy of Population Relocation in the 1980s Dessalegn Rahmato Abstract This paper was written and delivered at a public conference in 1989, at a time when the Dergs massive programme of emergency resettlement was in full swing with disastrous consequences. It is being republished now at a time when the present government is embarked on a resettlement programme in response to the food crisis gripping the rural areas. It is hoped that it will stimulate informed debate on resettlement in general and the terrible experiences of the 1980s in particular. This country has a resettlement experience going back to the 1960s, but we do not seem to have drawn the appropriate lessons from this extensive experience. Resettlement is a complex and costly undertaking, and without careful planning, a sound assessment of the land and other resources available for settlement, and the close involvement of the beneficiaries themselves in both endeavours, the chances of success are very minimal. The international experience shows that out of the hundreds of settlement programmes undertaken in Africa, Asia and Latin America in the decades since the 1960s, only a handful have been judged to be successful. Resettlement under the Derg had multiple objectives: it was meant to promote food security, to relieve the population pressure of the vulnerable areas, and to bring about the environmental rehabilitation of these same areas. In the end none of these objectives were achieved and yet the cost in human lives and resources was immense. In the period 1984-1986, the Derg resettled some 600,000 people, most of whom were from the northern highlands; the areas of settlement were for the most part the lowlands of western Ethiopia. Publication...RURAL LANDS AND EVOLVING TENURE ARRANGEMENTS IN ETHIOPIA: Issues, Evidence and Policies Tesfaye Teklu Publication RURAL LANDS AND EVOLVING TENURE ARRANGEMENTS IN ETHIOPIA: Issues, Evidence and Policies Tesfaye Teklu Abstract There are important changes in tenure arrangements and practices since 1975 but with mixed performance. Among the positive attributes of these changes is the simplification of the complex tenure systems as compared to the pre-1975 period albeit questionable if such level of homogeneity has a desirable mix of tenure arrangements. A large segment of the farm population is able to access and operate land. There is a broadening of the land distribution of the country by shifting the concentration of landholdings towards the middle and lower-sized farm categories. There are incremental policy changes that include transfer land to heirs, titling of use rights, and relaxing restriction on rental markets in some regions. The constitutionality of some of these changes is, however, questionable since the 1995 constitution still prohibits any transfer of land other than through state mandated institutions. On the other hand, there are increasing numbers of small-sized farms. Some of these are uneconomic in size. There are growing numbers of rural households with no access to government allocated land (“landless”). Insecurity of land and tree tenure effectively reduces rights in land, reduces incentive to invest in land and grow perennial crops, and limits growth in rental markets. There is also evidence of a widespread breakdown in common property tenure arrangements such as common grazing and forestlands for lack of effective institution to economize on and efficiently use these resources. The conference jointly organized by the Forum for Social Studies (FSS), the Union of Ethiopian Civil Society Associations (UECSA) and the Organization for Social Justice in Ethiopia (OSJE) have examined the prevailing legal and policy environment of civil society organizations, their institutional situation and engagement. In his welcoming statement, FSS Executive Director, Professor Bahru Zewde, said the conference is an important occasion to asses the achievements and shortcomings of the Ethiopian Civil Society. The conference examined the legal-and political- environment in which civil society is operating in Ethiopia, he said, adding that civil society still continues to be governed by the rules and regulations laid down by the 1960 E,C Civil Code and Associations of 1966 E.C. Though the government has been exerting efforts to come up with new legislation to accommodate the changed circumstances, Professor Bahru said, the legislation can have lasting value only if civil society, which is directly affected by it, is consulted and inputs are taken. The conference also discussed the issue of Code of Conduct for Civil Society in Ethiopia and came up with recommendations towards creating a more enabling policy environment.
